Job Description

Contracts Manager

Lead complex contract administration across NOVA's portfolio as both a prime contractor and subcontractor. You will protect NOVA's contractual and financial interests by interpreting requirements, coordinating authorized communications, managing changes and deliverables, maintaining compliant records, and advising program and functional leaders throughout the contract life cycle.

Administer assigned prime contracts, subcontracts, task orders, and related agreements from award through closeout.

Interpret contract terms, statements of work, modifications, and applicable FAR, DFARS, agency, prime-contractor, and customer requirements; translate obligations into clear guidance for program teams.

Maintain complete and auditable contract files, obligation matrices, deliverable schedules, correspondence logs, and transaction records.

Lead the review, negotiation, coordination, and execution of modifications, requests for equitable adjustment, change proposals, funding actions, and other contract transactions within delegated authority.

Identify and coordinate applicable contractual flow-down requirements and monitor compliance with program and functional stakeholders.

Serve as an authorized business interface with Government contracting officers, prime-contractor representatives, subcontractors, and internal leaders while preventing unauthorized commitments and preserving formal direction channels.

Support solicitations, proposals, pricing, basis-of-estimate development, negotiations, and fact-finding by coordinating complete and supportable business inputs.

Support subcontract transitions for new program awards, including supplier onboarding, purchasing, staffing, data and inventory transfer, and Day-1 readiness.

Monitor contract performance, funding, deliverables, options, periods of performance, data rights, Government property, security, quality, and other obligations; identify risk and drive timely action.

Advise program leadership on contractual risk and scope boundaries, lead complex assignments, coach contract personnel, and improve contract-management practices.

Juris Doctor (JD) and 6-12 years of progressive Government-contracting experience supporting defense, aerospace, training, simulation, sustainment, or other complex technical services. Government-contracting experience may substitute for formal education requirements.

Experience independently administering complex prime contracts or subcontracts, including modifications, negotiations, contract-document authoring, proposal support, price analysis, and cross-functional risk resolution.

Master's degree or MBA.

A recognized professional certification such as Certified Federal Contract Manager (CFCM), Certified Professional Contract Manager (CPCM), Federal Acquisition Certification in Contracting (FAC-C), or a comparable Government-contracting credential.

Experience supporting military airframe training-system programs.

Experience working in both Government prime-contractor and subcontractor business models.

Familiarity with cost-reimbursement, fixed-price, time-and-material, and indefinite-delivery contract types, as well as data rights, Government property, and international contracting considerations.

Remote within the United States; Eastern Time availability is required.

Full-time remote position aligned to corporate core business hours and expected to work 80 hours per payroll period. Work outside normal business hours may be required for negotiations, proposals, urgent notices, or program events.

Estimated 20% travel to NOVA offices, customer or prime-contractor locations (domestic and overseas), program sites, negotiations, and reviews may be required.

An active Secret Personnel Security Clearance or the ability to obtain and maintain a Secret clearance is required. Must maintain applicable installation, system, and information-access eligibility.

NOVA Technologies offers competitive compensation and a comprehensive benefits package, including medical, dental and vision coverage, a 401(k) plan, paid time off, and opportunities for professional development. The anticipated pay range for this position is $155,000-$168,000; final compensation will reflect the candidate's experience, qualifications, location, and applicable contract requirements. Benefits and eligibility may vary by position.
